A Dreamweaver CS4 template is a common structure created and used all of some of the web pages in your site. It helps to ensure consistency of look and navigation and it saves a lot of work in recreating sections of your web page that are common to all pages.
Each section of your website can have its own template with or without variations in the design and colors from others. Templates is a huge timesaver because they allow you to update the design of all pages that were created from that template. You only have to update one page not every single page in your web site.
Dreamweaver CS4 templates are special master files that contain editable and locked regions. Pages based on a template enable Dreamweaver users to edit parts of the web page, without the risk of accidentally changing the locked regions. This allows the webmaster to let others create pages by specifying which parts of the page they can edit and which parts they cannot modify
